What fixed it was changing my TEMP and TMP variables to use a proper backslash (I had forward slashes mostly for Cygwin). I downloaded VB8 for school off the MSDN site for free about a year ago. I've tried manually extracting the Microsoft Visual Studio Web Authoring Component setup files and running them, but they refuse to find VisualWebDeveloper.WW\VWDWW.cab (even though I point them to their correct location.)
